Honestly? Like… what the heck were they thinking on this? It was bad before, why would it be good now? I guess we are talking about the same people that tried to give Mercy a 50% damage boost on like 3 separate occasions.
If you wanted to give McCree more damage, it would have been better to up his primary fire to 75 damage from 70 so he can get 150 headshots
If Fan The Hammer was still bad, then why not just reduce the spread and make the bullets less random. This would essentially make the ability stronger without needing to buff the actual damage. They did this with Sombra.
Fan The Hammer on tanks is just the worst thing ever. I can’t believe that made it to live servers.
Also, I still think that getting headshots with McCree should lower his cooldowns but 0.5 seconds because that would make him different than Fan The Bow Hanzo.
Honestly. It just seems like a random thing to desperately try to get rid of GOATS by OWL season 2. Im sorry, but that isn’t the way to balance your game.

In over a hundred hours with McCree I almost never used the ability on other players, even after a flash. So it was pretty much a dead ability and useless to me except against barriers. Keeping that in mind and the prevalence of heavy tank comps, they probably buffed it for these reasons as well as to make McCree more accessible to new players, and to give him more of a niche as a mid to close range DPS especially since Ashe was introduced.
its just another buff, like Torb and Reaper reworks, to try to mitigate the giant clusterfrick they created with Brig and the healers (most) all getting buffs.
Its a game where almost the entire DPS roster is useless at high level play currently, compared to the power of just tank/heal big numbers. Last time this happened, there were major changes (triple tank ana). This time, the dps are so far behind from supports crying about dying that it does not look good.
Still though, I actually think the entire Reaper buff proved they don’t want Reaper to counter tanks.
They could have removed damage-mitigation effects on Reaper’s shotguns, rebalance the damage and pellet proportion, give extra damage on armor for Reaper’s ult, narrow the spread so Reaper can hit headshots (and hence ignore more effects of armor), and so on.
Instead they gave that to the dwarf and his juice…
