That is actually a really good question. I guess to reward the skill of knowing when it will one shot? Sadly I do not know the percentage because it is just muscle memory for me. I do not even look at the gauge.

Fun fact, widows rifle makes 2 sounds when charging, the first sound (I forget how much charge it is) is what you need to kill a 200hp hero, the second is full charge.

They want her to be able to do 300 damage with full charge, so this is what we get.

All you have to do is wait for the second beep (arrow) in the scope, there’s not really any muscle memory required for that.

I always thought it was a bit weird that she could do 300 damage at full charge. I’m not saying that her damage needs to be nerfed, that’s not a discussion I want to spark, but all of her “intended” targets are at 200 hp with a few exceptions for 250hp heroes. It stood out to me as weird that she could charge for more when it would only really help against tanks or barriers which aren’t exactly her strong point. I guess it’s to give her a tiny bit more impact against them… that’s all I can really think of.
The other possibility is maybe there is some breakpoint she’s intentionally designed to hit against 400-600 hp characters when being buffed by allies or something.

I’ve yet to reach diamond playing widow.
So imho she’s pretty good balanced.
I often hear about unkillable widows in my elo (a bit over average) and its painfull when nobody contests her at all. (but still screams at the team about widow, mostly tanks lul)
I hope one day they’ll compensate her high dmg by nerfing her health.

Bastion deals more, has self heal, armor and 250 hit points. 
I don’t think dmg is a nerf reason. Imho
Bastion’s dmg is compensate with really low mobility.
I don’t see what compensate Widow’s ability to deal 300 dmg.

She used to have a weakness with mobility, once you forced a Widow to reposition she was pretty much stuck there until Grapple was off CD, then they buffed it

Eh, if we’re being honest the difficulty to hit said shot varies from hero to hero
Even then if you don’t hit the head that’s a nasty chunk of damage

That is how I learned. Idk. My hearing is bad. I do not even notice Sombra decloaking and apparently it is supposed to be loud.
It also has a visual indicator in the scope lol
And like I said, I do not pay attention to it anymore. I kind of remember looking at it during the beta. But now I just intrinsically know the timing.
Like… If it was not clear, I think it should be changed so that a full charge is required despite being a Widow main. I am not trying to imply that this “skill” takes dedication or whatever to achieve.
