He does it in game. But in actual lore they feed us - he’s as calm as it gets. They made him too serious. Stop. Let him reap.

all of them after first two cinematics where he still was himself. He lost it when Sombra was released.

Oh. I think he can only release his inner edgelord when he’s dominating the scene. He’ll laugh when he’s standing on a pile of dead bodies. He’ll grumble and groan when things aren’t going according to plan, or when there’s still work to be done.

I’m sure when whoever was pulling the strings of Overwatch and Talon are dead he’ll laugh. Maybe disappear for a while, show up to help some anti-Earth Government faction, disappear again, and then plot to drop an asteroid on Earth… no…wait…I’m thinking of Char.

Not alot of reasons for him to laugh in lore though. Everytime he appears in cinematic the mission fails. He gets beaten in the comics, except in Masquerade where they accomplish their task, but Doomfist gets the spotlight.
I’m sure he will laugh maniacally if he kills Winston or Jack because he hates their guts, but we all know that’s never going to happen.
Because it’s not the laugh on outside that counts, its the laugh on inside.

If I had to guess, it’s because they intentionally made him edgy before giving him a backstory. So they’re kinda retconning him into this relatable “hurt by society” type of dude who doesn’t really match his edgy character ingame.

Who cares? It is an FPS game not a roleplaying game.
I play Civilisation V as if it were a roleplaying game. People enjoy different things about Overwatch, whether it was intended is another matter 
Because in the lore he’s always losing, he never gets the chance to laugh.
He did release Doomfist. But since DF was in the projectors - Reaper didn’t get attention deserved
I think that’s the only successful thing he’s done that we know of. He needs his time to shine!
uhhhh…Weird. Very weird.
The dude does just that in the cinematic where he and Widow try to rob the museum.
Winston’s all like, no you don’t! Then Reaper’s Ult charge hit 100% and he starts smoking and laughing like a LUNATIC at the thought of his POTG. Of course in Reaper like fashion Winston and Tracer completely avoid his Ult and he gets no value out of it.
Because he’s not a psychopath, he’s a high functioning psychopath.
