It definitely makes landing shots harder, but not in the right way, or a good way for that matter. It’s not like the damage is that bonkers anyway
RNG is rarely satsifying, and I fail to see why it should be on a hero tauted as being ‘extremely high-skill’ by Jeff

But from when i was playing with her and experimenting i noticed this but thought it was recoil- not spread?
Her shots still go where the cross hair is- but she can shoot before her crossbair completely recovers- making the next shot off a bit. But if you wait the cross hair will center right to where it should be, or you can compensate and fire whete you need the shot to do.
There’s both, but regardless, I notice deviation when I fire against a wall in the practice range, that is completely horizontal (left or right ), of my reticule.

Her hip-fire has next to no recoil. The recoil is the weapon’s “kick” when you fire. Its a lot more noticeable with say Mccree’s pistol, as his primary(M1) fire has no spread but a lot of recoil. Because the weapon literally kicks back so hard it flies upwards(though this has little to no effect on gameplay. Pure aesthetics I believe).
Ashe has next to no recoil hipfiring but a lot more spread. Its the reverse when scoping in.

I think it’s after 3rd consecutive shot that the spread increases,
then again after 5~6 shot, so after those 3 hipfire shots, go right into Zoom.
If you landed 2~3 shots, you can possibly get elim by follow-ing up with ADS Zoom shot.
They both have recoil and recoil will move the crosshair, changing where the gun is aimed. Both Ashe and McCree will automatically recover from recoil and place the crosshair back to the center after a short pause.
The difference is that McCree’s fire-rate and Ashe-scoped fire-rate is limited so that there is enough time in between shots for crosshair to return to the original spot. So for both these cases, you can mash the trigger as fast as you want, but both these cases the gun will not fire until the recoil is completely gone.
Ashe-unscoped has recoil but shot delay is much shorter, so you can fire before the crosshair returns to center. Unscoped also has added spread randomness.
McCree does not have spread in his primary fire. He will always hit center.
The first shot is accurate, and gets less accurate with each shot up to a cap after a few shots. It’s to punish you for spamming it too much rather than aiming your shots precisely.
I’ll pretend that they’re trying to reference that type of rifle (or the one it’s styled on anyway) was inconsistent. Just pretend there’s a lore reason.
Scoped doesn’t have spread though, and it’s still the same gun.

It’s not that you’re “not supposed” to spam it, it’s that there has to be a downside to doing so.
You are supposed to spam it… at close range. The recoil does not matter up-close. You will only notice it at ranges where you would hypothetically ADS.
If you want a spreadless unscoped hitscan playstyle, Mccree is right behind her.
Ashe’s scopeless spread is there to prevent cheesey closerange head clicks. Without it there would be little reason to even use scope outside of tank busting.
And we have enough characters with that purpose. She’s meant to snipe to get out her highest damage output, not (always) go rambo with her trigger rifle.

Both modes have different damage values and falloff ranges, (scope being nearly double for both factors)
Removing the deviation from unscoped most certainly would not immediately render the other useless
And cheesy head clicks sound likes such a fringe scenario that hardly justifies a reason not to implement this change
