Because adding new characters keeps the game interesting. Not doing so because a commonly held perception about balance being bad would end up killing interest in the game even faster.
Or rather, another look you could take. Why would you want them to stop adding characters when the community alrwady complains about there being no new content, that we’re in a drought?

they took bilions incash and all we have to show is a few maps, characters and events they recycle. where did all the money go?
I wasn’t really a big fan of new heroes due to how underwhelming most of them were, but After brig, Any new hero introduction is a dreading moment for me.
Always expecting another massive failure.

Ok I understand the hate of Brig (even she sucks now) but how in world OP would have a problem with Hammond/Ashe/Baps they are like the few most balance characters in the game right now.

balance is such a mess precisely because they fiddle too much with what’s already there and release new heroes at a snail’s pace
Eh… Hammy would be blatantly broken if he did not have hard counters and people definitely hate immortality and Baptiste under performs outside of bunker. I could see why people would not view them as the pinnacle of balance.
hammond Ashe and Baptiste are the most balanced in the game, the latest 3 heroes are really OK.
More heroes = more counterplay options = easier balancing.

We need more counterplay, not the boring metas
Hell there are so many problems with this game that can only be solved by adding more counterplay and options for the player base.
The devs are destroying this game and at the current rate they are releasing characters these problems will never be fixed
But who knows they might just go around replacing characters like they did with sym it’s cheaper than getting a voice actor and making a model. they could have adding content to this game instead of just shifting content around
Hammond is one of the most balanced tank right now. A lot of mobility but low damage and hard countered by sombra, mei, roadhog…
Brig is balanced after so much nerf
Baptiste if not for his lamp would be totaly useless in regards of other healer
Ashe is what widow should have always been. Granted her dynamite is a little too strong
Sorry friend, I think your Overwatch is behind a couple of patches, update to the newest version to see how improved all the new heroes are, as well as the existing heroes!
