Forget the euphemisms you don’t have to get technical to understand. To be a smurf you just have to be a player intentionally playing against low ranked players though a new alt account making their game experience worse just so that you can feel good about yourselves. It happens even on Quick Play Mode.
When someone asked, “Why do you smurf?” These are some of the reasons posted on twitter:

If even Rocket League developer Psyonix has listed smurfing as cheating since a 2016 banning policy notice posted on its website and it is something players can report in-game, why wouldn’t Blizzard do the same?
