Because Rein is way more mobile and plus has an rechargeable 2000 shield as well.
Rein has a better ultimate too.
Rein’s simplicity makes him more versatile, whereas Orisa’s kit makes her more situational and therefore potentially less reliable as things change in course of the match.

Rein is better than Orisa in almost every way.
Not Orisa’s fault, just the golden anchor is hard to balance since any kind of nerf makes him weak.
Reinhardt is daddy material, duh.
Why play Orisa over rein? She is immobile and boring
Powerfull ultimate wipe a entire team, nerf reinhardt.

Honestly Orisa would be a LOT better if people played around her properly; but they don’t.
Rein on the other hand is pretty easy to play around (But People Fail to Anyway Because Overwatch Players.), larger barrier, more mobile and less situational, more CC, more bursty damage, probably one of the best ults in the game, etc.
It’s not that Orisa’s worse than Rein, it’s that the best off-tanks, Zarya, DVa, and Brigitte synergize very well with him and not with her.
They should buffed 2.0 Sym to be able to stop and start her barrier would take the pressure off of tank players to have to pick Rein :P.
I would say some of the major problems are.
Her shield is smaller, forcing your team (if they actually use it) to bunch up more, making it easier to get a team wipe.
The shield is weaker, less than half of Reins. Which given it can be redeployed in about 5 seconds isn’t a horrible thing but it does mean large amounts of burst dmg in the choke smash it in half a second.
The shield is also fixed, with a fairly long down time before it can be moved. This is fairly critical when trying to react quickly in avoiding something like a Dva bomb. Your team also can’t tell when it’s about to vanish due to time or you putting another down. It can leave them exposed when they thought they had cover.
Orisa has 200 less armor/hp than Rein and imo a even larger hit box.
Orisa slows down while firing, and has no mobility move what so ever to cover distance quickly like the Charge.
Orisa’s dmg is much lower impact. While she has range, the dmg and spread is pretty bad at longer ranges and the reload time is much longer than Rein’s.
Rein has a hammer, people fear the hammer. Nobody fears Orisa and will easily push threw her barrier to challenge the point while they will generally shy away from Rein.
Her Ult is mediocre at best. Your never going to hear a team say “watch out Orisa has her Supercharger”. Yes it can help a fight but it’s easily destroyed and can often do nothing.

But yeah she has a lot of draw backs, some that can be over come if your team actually works with you but in general Orisa is fairly flawed. Funny considered she’s the main tank I like to play the most. I hate playing Rein.
Mobile Shield vs Static Shield.
Mobile Shield is great for Attack - allows your team to push behind you.
Static Shield is great for defense, since your job is to protect the point.
im braindead as rein myself, but do alot or damage as orisa. and i dont know why people find it hard to believe orisa can keep pressure on widow in most situations. cuz she can. buuuut im only platinum
More health, more shield, more utility, more damage, better ult
I like being able to smack stuff when necessary and hate hitscan.
Rein is a true frontline main tank. He protects his team with a large mobile shield that he has complete control over. He is a very well rounded hero with abilities that provide long range/short range barrier piercing, an ultimate that’s one of the best in the game, and a charge that can cause knockback and pin a target for high damage.
Orisa is a back line “anchor” tank in its truest form. Her shield is on a CD and can only be placed in one spot. She excels at holding one spot and wants to be behind her shield at all times. Her fortifty ability solidifies this to prevent heroes from knocking her away from the barrier. Her halt! ability can be used to pull heroes in front of the shield if they try and go around it. Her primary has a lot of ammunition but it’s bullets are semi-slow projectiles that require a good amount of tracking and aim for headshots to get any value from it.
Her lack of mobility, damage, and an on demand shield make her viable on a few certain maps. Sure, she can be played on whichever map you please, but it will be a lot harder to gain value from her. Her biggest drawback is her slow speed and no mobility option. The game is full of high mobility heroes who dominate in most metas, and Orisa is way too vulnerable to these high mobility comps.
Earthshatter wins team fights if done right.
Orisa’s abilities aren’t as effective as they should be, considering their design purpose.
The shield is too short, length wise. It needs to be able to accommodate teammates without forcing them to knock elbows.
Halt isn’t reliable for snaring speedy bois (and grills). The tendril can connect but they escape the pull anyways.
Fortify’s set duration and long downtime makes it unreliable for countering cc-heavy comps. It’s easy to bait out.
Halt needs the kind of buff that hook got, where snared enemies are slowed when the ability connects, and have their momentum completely arrested while they’re being pulled in.
Fortify needs to go on a resource meter.
