You get 3 abilities if you don’t have a secondary fire. That’s how it works. The majority of Overwatch heroes have 4 things they can do besides an ult. It’s either primary fire, secondary fire + 2 abilities or 3 abilities + primary fire.
Most heroes have a primary fire, secondary fire, ability 1, 2, and ultimate. The only heroes missing anything in a “slot” are Tracer, Winston, and Bastion. Everyone else either has two types of fire, an aim down sights, or an ability to make up for the lack of one.
The game was only balanced because most people were still learning the game. We’ve had metas since season 1.
It isn’t just the existence of 3 abilities that makes new heroes being introduced broken or unfun. It is how they handle the implimentation and balancing of those abilities.
She definitely does now since she has to hit someone to activate inspire. Since her survivability was drastically nerfed it is her only way of activiating inspire without having to get within melee distance of the enemy team.
I think it was too much at launch in conjunction with his shield but since that has been nerfed quite a bit I don’t see a problem with him having it with his shield breaking so fast and the delay before he can send it out again.
This one doesn’t count. It’s her ultimate.
I think heroes having more to do is good. As long as they are balanced right. So far they seem to release them way too strong and then (almost) overnerfing them in to place.
