Had a guy tilt so hard he left the game and sat outside the game typing in match chat, then came back at the very last second to avoid his -50 SR penalty. How is this allowed?

Short Answer - They Can NOT.
Long Answer -
- Lag Delay from when they exit the match. usually no more than 20 seconds.
- Error Starting Match Glitch when the game is trying to let you join a game, allows you to communicate with others in the match lobby until it closes out.
It’s not lag or an error. Try it yourself. Leave between 2 rounds and watch everyone type, then type back to them to let them know you’re just rejoining. I believe it’s a new feature, but it always works.

Thats always been part of competitive when you leave in the MIDDLE of the match. Why? Because you are still tied to that match and cannot join another match until its over or your penalty timer has expired. Some cases when your connection has been wavered because the server cant authenticate you.
The way you made it initially sound was leaving after the Defeat/Victory/Draw screen. Ive seen that happen where they leave but still are able to chat for about 20 seconds. OR when the server fails to create a match lobby.
There is also instances of players getting booted, clients crashing; and they are unable to fully rejoin the match. They make it as far as the chat portion of the match server, but keep reconnecting and dropping and reconnecting. That is a known Blizzard issue for years with Overwatch.

The issue is players not in a match are allowed to continue trolling the match until it is over. That should not be allowed. They could easily mute comms for a player any time the “rejoin match” option is enabled.
There is a way to not see what they say anymore…push “P” then mute/silence there chat and POOF! The troll disapears as if they were never there 
I don’t have a problem with myself muting. The issue is they can type to the 10 other players and harm the game. They can make false claims to the other team like “I left because XYZ was throwing/toxic/etc.” If you’re out of the game you should NOT be able to do that.
Well ya but they can also mut/ignore the guy to. But i believ the reason they can do that is so they can rejoin (if it was just a normal dc) basicly the system keeps them connected for rejoin. Yes there are system fixs bliz COULD do…but this is bliz your refering to…they dont do anything simple! If ur gonna do something do something BBBBIIIGGGGG! That i think is their motto. As for them rejoining and not losing as much sr i dont that is the case they would still lose the same 50 from what i understand of how bliz dos that.
