On storm rising, right outside of the distillery (after you get out of it) there is a construction vehicle with wheels. I thought nothing was supposed to have wheels. What is going on D:

Pretty sure there’s no rule that states whether vehicles can or can’t have wheels. Tracer’s bike had wheels.
There’s probably some non-hover vehicles still in circulation.

It’s probably set in the ‘near-future’ rather than so far ahead of the current day that everything is floating. In other words, the world is still in transition to this new technology.
Aside from that, maybe construction vehicles get better grip/power actually using the friction of the ground as opposed to anti-grav wheels.
