Personally my strongest is Mercy. I can do much more with her than I can with other healers.
On a broad sense it’s probably Ana, but my Tourette’s Syndrom keeps me from playing pin point accurate characters like her.
Ana. If you can aim with her, expect some amazing results.
Isn’t Moiras orb and spray combined the highest hps in game? It’s why she was in goats at first, Highest raw healing.
Moira, obviously. That’s all she has.
Ana has the strongest effective healing potential assuming great accuracy. That requires healing nade and nano, though.
Moira wins otherwise.
Moira definitelly has the best healing output, altough she’s not really a good pick most of the time because of her lack of utility.
It’s like she’s trading something useful for an unnecessary amount of healing
According to this week in GM, the healer with the most throughput is Moira by a significant margin, and the healer with the lowest throughput is Zen.
Surprisingly, Mercy actually averages more healing than both Ana AND Baptiste. But that’s largely due the inherently inconsistent nature of Ana/Baptiste’s healing, rather than any issue with raw throughput.
The phrasing of the question leads me to think that you don’t have a strong grasp on the meaning of the word ‘potential’.
Definitley Moira, I’m a mercy main but mercy can’t compete with the heals of a Moira. She does some insane numbers

Moira for sure. Her basic combo of spray+orb does ridiculous burst healing, it’s strong both single target and in the AOE spam. It’s really easy to gain your heal juice back, so you can really spam her healing, you can seriously get the full bar back for like 5-6 seconds of succ, just tell rein to hold his shield up so you can DPS a bit.
It’s so fast to farm her ult, too, which also does ridiculous healing, I think 140 HP/S. It also simultaneously heals your frontline while forcing the enemy team to either tank the damage from it or be pushed back, it’s just an amazing ult for when the fight is grouped together. It’s easy to have Moira’s ult up for every single fight, pretty much. I genuinely expect enemy Moiras to be popping this thing every encounter.
So between her already amazing heals, AOE potential and ultimate, she should always be top healer, unless the comp isn’t right for her. She is terrible in dive, don’t play Moira in dive.
