I have a feeling that its Bastion after starting to climb as DPS. All you do is boop/ shoot at the right person and take em down while evading bullets.
As a Moira main, I can confidently say the true answer is Moira.
That question is a bit open ended.
Lowest skill floor? As in, you invite your friend to play who has never played an FPS or video game before and you want to recommend them the easiest hero to use to learn moving around? Who give most value for least skill requirement in Bronze 5?
I’d say it’s a close tie between Mercy and Reinhardt.
Widowmaker.
All you do is sit in one spot, install a aimbot and it does the rest for you. If you ever get in danger you grapple up and dome them. If you lose health don’t worry, you regen health now so there’s no need to get down from a snipers perch and grab a health pack. Most maps are designed in your favor anyway so you don’t have to learn them. Don’t know where any enemies are? It’s ok, just install a wall hack too or just use your own character’s ultimate. There’s no skill expression in positioning, resource or ability management in Widowmaker like there is with any other character. It all can just get dumped into aiming which overrides any semblance of talent, which can then be cheated out of by the use of a program if you’re just too lazy for even that /s
Nah FR, it’s no one. The correct question should be “who’s your lowest skill floor hero?” Because one person may struggle on a certain character, while finding another easier than breathing.
I have no idea what other people do or do not struggle with to determine which heroes take the most “skill” whatever that means. Sombra is the easiest hero to pick up and play (well) from my perspective, however.

Assuming the question ‘lowest skill hero’ is meant to mean ‘easiest to use hero’. Because lowest skill hero is such an open term. What does that even mean? The way I interpret this question (easiest to use) is to create a hyper specific scenario.
You have a friend who shows interest in the game. You would like them to play it. They have never played a single video game before in their life.
You have seen non gamers try FPS before, they get lost and confused just by looking around because they can’t control the aiming. They aim miles too far left to right just trying to look. They often end up looking at the floor or sky. Not even aim at an enemy or teammate. And the brain becomes overwhelmed just trying to use 2 abilities.
You want them to enjoy the game and not get overwhelmed by moving, aiming, and having too much to do.
Who do you recommend them to play?
That’s why I’d say either Mercy or more likely, Reinhardt. They’re going to be bronze 5. Reinhardt is probably going to have the easiest time in Bronze 5 for a person completely new to gaming imo. Assuming their Bronze 5 teammates can pocket them enough. They have a massive shield, their hammer requires no aim and the player can still hit an enemy if their aim crosses from the floor to the sky.
Mercy is close tie. But for someone who has never played an FPS or game before, Mercy does actually need to aim toward her teammate to pocket them. And most likely she will die easier, they won’t be using her mobility properly to survive.
And what hero do you recommend the lowest skill player to play? The lowest skill hero.
So Reinhardt is my answer.
This entire explanation goes out the window if the question means, ‘who is the hero with the lowest skill ceiling?’ Because that is debatable and as you say, subjective to each player.
Mercy atleast has to learn how to fly. Moira doesnt have to learn anything to be effective.

Depends how the OP meant the question. Do they mean lowest skill floor hero or lowest skill ceiling hero? Or the average of both?
Because Mercy and Rein are imo the lowest skill floor heroes.
Your title … is flawed. There is many varieties of skills needed in ow2. They vary from one character to another.
Supports need more positional awareness than tanks
DPS need more mechanical aim ( Most of em anyway ) than supports
Tanks need more aggression towards their targets than DPS
There is no “Lowest skill” hero.
A lot of these forum dwellers dont think aiming is a skill so they always claim no aim heros take skill and aim heros do not.
Their career overall accuracy always just happens to be between 0-1% with aim heros
We can’t specify individual skill ceiling in this game imo, b/c it involves many other factors like map, team composition, skill of others, playstyle of others and etc. and most importantly, luck than individual skill. There are only skill floor and mechanical skill if you care about individual skill.
Solider 76, literally easiest kit to understand in the game.
Probably Zarya. That doesn’t mean she’s the easiest to get value with, but probably the easiest hero to maximize your value with. If pressing W + M1 with no CC or movement ability is no longer working, it’s not time to change your strategy. It’s time to stop playing Zarya.
