Who would be most fitting of the Penguin skin?

Since the anniversary skin theme is clearly going in a comic book direction, I’m conducting a poll to see who would be the best recipient of The Penguin skin!

I’ve narrowed it down to two:

  • Roadhog
  • Torbjörn

I’m no expert in comics but I like the Danny dovito movie adaptation so in my mind it needs to be Torb coss he’s short?

Mei, but she already has a Penguin skin. So it is more like a “Batman & Robin” skins that are misssing.

He already has a Scarecrow skin too. Even a Joker skin as well.
I think Roadhog should have a “Killer Croc” skin, though.
