Who or when were made "normal" omnics?

I get that omnics are produced by omniums.
And when people tried to shut down omniumns, they resisted and started building army omnics, like OR-14, Bastions or other ones.
But when “normal” omnics were made (like Zenyatta, Mondatta, Lynx17, BOB, etc)? Why were they made? It’s not for production, because it’s unreasonable to create humanoids for autonomous factory and i doubt people wanted to resume omnic production after war.

The existence of B.O.B. (Big Omnic Butler) when Ashe is a child tells us that humanoid omnics have been around before and during the Crisis. The existence of Zenyatta suggests production of those models continued during and after the Crisis, though I’m not sure by who. Humanoid omnics seem to be mostly for servant or customer service positions (butlers, clerks, nannies, waiters). There might be omnic-friendly places like Numbani that still make new omnics, based on the recent construction of the OR-15s there and the fact that Efi could easily get parts like a vocal processor to help create Orisa.

More than 23 years ago. As far as we know, Operation White Dome was post-crisis.

So Zenyatta was definitely post-Crisis, though the only remaining operational omniums are the East China Sea and Siberian omniums, which are both antagonistic. The Australian omnium was also briefly operational post-Crisis before it was destroyed I guess. I am thinking there are post-Crisis omnic manufacturers that haven’t been really discussed too much, like whoever Numbani contracted for the OR-15s.

Originally put into service before the Omnic Crisis, the OR14 “Idina” line of security robots was built in Nigeria’s massive manufacturing omnium. After the war, they were taken out of production, along with many of the other models used during the crisis. Twenty years later, Numbani revived and recommissioned the OR14 program to protect the city from external threats. These new OR15s were deployed for a short time before they were destroyed in an attack by Doomfist.

The Nigerian Omnium is probably operational and managed by those that live in Numbani. The Australian omnium was operating and not mass producing war machines when it was blown up by the ALF.
