Couple things to account for,
Is this character independent or needs more team synergy to make them work?
How is their dps output
How big is their hitbox
Burst or tracking
Their defense and mobility
Sym has been cucked since the removal of 1 tank

I feel like it depends most on what tank the enemy is facing, but I’d say sym as well.

Bastion & Sym. Both of them are heavily team dependent. If they are alone a small sneeze can wipe them. Bastion ult is near useless. Sym has long cd for turret which can destroyed with one punch. Tele can be useless most often.

probably bastion atm. with his tank-size hitbox and constant loud noises, he’s always been an easy target, and now he doesn’t have self-heal to compensate for his otherwise bad survivability, and he more or less requires a pocket mercy to be effective.
Symmetra is at least very good in the situations that work for her. set up on a good defensive position, symm provides a level of area denial and constant damage that’s hard to match. Bastion is outclassed in all his potential niches by other damage heroes. mid-long range hitscan? soldier, ashe, sojourn. shield breaker? junkrat, sym, torb. durablility? reaper, mei. there isn’t much reason to playt bastion over any other dps.

I don’t really think any DPS is THAT bad. The worst DPS are still miles better than Doom or JQ and still a bit better than bottom tier supports.

I couldn’t tell you but I assume Mei, Symm, and Torb.
Cassidy. All the other hitscans do more than he does, and he offers nothing extra now that CC is gone.

Bastion ult is definitely the worst, and you only get to play Bastion for 12 seconds at a time.
Meanwhile Sojourn is sliding around like a Platinum games character every 6 seconds.

Sym is a contender, but she has a good ult and works well in shield fests.
Bastion is #1. He dies SO fast, has no repair anymore, his ultimate is a clown and his new grenade ability is the circus. Seriously, what is that bouncy ball even supposed to do. Even a direct hit is next to useless. And it bounces SO weirdly.
