Yes along with Mercy, next tier up would be Junkrat and probably Torb, Sym and Mercy.
Hanzo.
Everyone else has some sort of ceiling to reach regardless of how low it may be.
Hanzo just does way to much for how simple and accidental it can be. I’ve reconciled my hatred for the character, but he is laughably simple to just murk people with. He should be renamed “oops headshots”.

he can just peak a corner and Click at around head level and its almost guaranteed to hit someone.

Mercy and Brig.
Moira is by far the hardest support to play , i know this from experience.
people pick moira when most of the team are flankers/dive tanks so she cant heal them at there effective range.
most people think shes dps so over extend with her leaving tanks to die.
or did you mean which are too easy asuming people know how the character is meant to be played? lol

Probably are the most easiest of heroes to play, and have a low skill ceiling.

Depends on what you are asking, if it is just EASY TO PLAY, or EASY TO GET VALUE with. If we go with easy to get value, I’d probably say Brig and Hanzo. You as long as you stay active and have a base understanding of the heroes and how to use them, get value way too easily.
If you mean have low skill floors, then brig, winston, Reinhardt, and D.va and mercy.
