It was in the shop for a couple days back when the Halloween event was live. Sorry you missed it.

It’s disabled due to a bug,no release date for fix ATM.

They removed the skin, including people who bought it can no longer use it. Probably to fix some bug with it, but there is no announcement, no nothing.

Nice for Blizzard to NOT MENTIONING THEY DISABLED IT. Like that sort of thing should be front-center within the game.
