So, Reaper have:

  • the Shrug spray based of his epic pose from the Uprising comic,
  • Shrug as the emote,
  • and Shrug as the victory pose.
    So I’m asking, when we will get the Shrug highlight intro, to complete this set for our edgelord?

A Reaper skin with him wearing a shirt of him shrugging, while shrugging, in a highlight intro where he shoots someone offscreen and then shrugs.

Pretty sure his ultimate is just spinning around while shrugging, he just happens to have guns in his hand.
