It has been directly stated numerous times that it was mercy. Mercy and Genji even have an in game interaction involving it.

Mercy is a surgeon, not a cyberneticist. She may have been the ones to surgically attach the limbs and armor plating, but they were not designed by her, nor was she in a position to make the offer to give him upgrades. All she did was save his life.
For that matter wouldn’t we also find out who did torb and mcCree’s? It couldn’t be echo since it didn’t know about mcCree’s arm…

I think it’s fairly safe to assume she would be capable of designing/building prosthetics.
Just because she’s a prodigy in one area doesn’t mean she can do everything. Building prosthetics is closer to engineering than surgery. Also she didn’t “invent” nanobiology, she just made breakthroughs. Winston is also a scientist, Torbjorn is an engineer. Either of them could have designed Genji’s body, or it could have been one of Overwatch’s other scientists that aren’t playable characters.
torbjorn? like we know that torb and mercy have done collaborations with tech before (i.e. ana’s sniper rifle), and we know that torb and mercy are close friends to a degree (mercy visiting torb after losing his arm and while this can be written off as a doctor visiting a patient, torb’s letter speaks of mercy in friendlier terms), plus torb himself has a mechanical arm.
One assumes there are other people in the Overwatch universe besides the main heroes.
In particular, very effective prosthetics seem to be widely available so it seems likely they significantly predate the time period the game is set in.

Mercy is undoubtly the one who saved. Cybernetics were probably attached by her and designing them was probably a joint effort between her and Torbjorn
