Does anyone know how long Hammond is intended to stay in PTR before he is added to the main game?
No one can know, but we can guess based on on past release dates. My guess is either on the 24th or the 31st.
When they fix all of his known bugs.
At the current moment they are focusing on bugs and balancing issues. After that they should add the skins, voicelines and such to the PTR to see if they have bugs related to those. After that, we should hopefully get a release for Hammond. 
No confirmed date though sadly, hope this helps in someway.
It has always been 3 weeks after a balance change or new hero hit PTR that either leave and go live. The only exception are maps, usually they take more than 3 weeks but heroes/balance are 99% of the time 3 weeks.
When he finally gets some damn unlocks.
