I would like to play some Sigma tonight… Will PTR still be available? Also what time is he headed over to live servers?
No promises, but I think they will try to keep the PTR open as long as possible this time around. The last patch, the PTR remained open all the way to the moment of the live patch update. Prior to that it was traditional for the PTR to shut down a few days before the live patch.

PTR doesn’t really have any uptime guarantees but it’s not unusual for the PTR to remain active until as late as one hour before going live.
Taking the PTR down is not actually a necessary step all the time as on at least one occasion it remained active when the associated patch was pushed to live.
Sigma will likely based on past trends be pushed to live at 18:00 UTC.
