The game is already getting harder and harder to balance with every new hero added. I can’t even imagine what the game will be like when it hits 50+ heroes!
My guess is 35 heroes.

I don’t think they’ll stop till the game loses official support and they might even accelerate despite the initial intent to do the opposite.
Hero additions keep people from being bored and can bring back players that are taking a break. It also keeps players that aren’t necessarily fans of the balance direction playing the game for longer.
I also think the difference increase in balance complexity is overrated. If you’ve got perfect balance already adding a new hero will require a massive amount of work to return to that point and it probably isn’t worth it. But, if you look at the pick rates for virtually any section of the player base you’ll see it’s nowhere near perfect.
Here’s an example from a week ago for OWL players .
I sometimes wish that Blizzard would dedicate more time to adjusting current heroes rather than spending resources on new ones. It is exciting to get new characters and I like the fun plays immediately following release, but I agree it’ll get a bit intense when there are dozens of heroes.
