What's the difference between "Legacy" and "special" skins?

What’s the difference between “Legacy” and “special” skins in the hero gallery? Some of the OWL skins like Midas Hog, weekly event skins and some but not all Blizzcon skins are under the “Legacy” cattegory.

What’s the definition for a skin to be in the legacy cattegory. The “special” tag are on hero event and outside of the game promotions but the legacy one are very randomly put on heroes it seems. Could it be that Blizzard removed the legacy tag on the OWL non team skins but forgot to remove it on every one of them? OW started unvaulting the limited time OWL skins back in 2022 and all of them has been back other than the Zarya “Alien” at some point in the end of OW1 and OW2 so maybe Blizzard removed the “legacy” tag from skins because they were available again?

I think “Special” indicates that it’s obtained under special circumstances, meaning not through the shop or BP. Like all Code Red Reaper (or whatever it’s called lol) and Dr. Ziegler Mercy. They have slim chances of returning.

Legacy means it was one a time chance and it cannot come back at all, but to my knowledge two skins have been removed from Legacy: Oni Genji and Police D.va. So it is possible but the chances are also very slim.

If you look at hero event skins and OWL MVP skins (not the team skins) half of them are under the legacy tag even though they have returned before. I also originally thought that legacy skins are ones that don’t return but a lot of them have done it at some point.

I think legacy maybe skins based on OW1 models.

That’s true to the OWL team skins but it isn’t true to all OWL MVP skins like for example, 2020 All-Stars Dva, 2020 All-Stars Rein, 2018 All-Stars Genji, Hapi Genji etc… Some examples of the non team OWL skins that has the legacy tag are Midas Hog, Alien Zarya, Good And Evil Echo and MM-Mei Mei.
