hog is obviously good against bad dooms, but he can’t keep up with him
doom also tends to scare people into playing away from hog, so now the hog has 2 flanks doing nothing and in panic mode

The horse counters Doom quite well.
Its very difficult for Doom to play into Mauga as well. He can ignore Doom and go after his teammates, or engage Doom and make it really hard for him to take space. It goes without saying Mau’s ult will kill a Doom caught it in virtually every time.
Mau is probably the best Doom counter right now.
Orisa counters him.
Sigma if you can rock Doom right.
Zarya if you can bubble Doom’s targets.
Keep in mind, a good Doom would be always harder to control, no matter who you pick.
One of the best strategy against a good Doom is packing, focusing him, supports have to be reactive, Brig is insanely strong against Doom.
Roadhog. Don’t chase the doom use your 20m hook
oh that’s 10 times better than defense matrix, virtually guaranteed charge as well which is rare these days
Mauga, Hog and Orisa are your best counters for Doom.
Even the tanks that Doom counters like Sig and Rein have methods of shutting him down and guaranteeing free kills on him.
Smart enemies with throw all the cc at him when he blocks and where he lands when he ults.
I agree with Jykten, a good Doom is hard to contain regardless of tank pick. I don’t consider the horse or hog to be “hard counters” at all, since theyre not mobile.
Mau is as close as it gets to a hard counter, mainly cuz of his ult, but also, his high uptime, and ability to engage Doom as long as he’s in LoS, no matter the distance.
Orisa is his hardest counter. Bonus points when the Doom whines about Counterwatch after you switch. With Doom, though, you HAVE to counter him or he’ll run the whole match, so they don’t get to complain. He’s the hero that most demands to be countered.
Upsetting Doom players is my favorite, because he’s op af and they know it. I don’t use him in QP because of how it ruins the match for the enemy team.
Oh Orisa for sure. The only “bad” thing is that you have to wait for him to do X thing and you then counter with your thing but well … it works

Maybe pair him with an Ana too and df is completely useless

Edit. Im an Ana player and thats what i always do vs df and they switch 9/10 times and the guy that wont switch one tricks df 
I sleep him whenever he dives , we dmg him while the sigma throws boulder and thats him dead , ea time
Cc is what kills df , idk why mauga was even mentioned tbh , your base kit needs to counter , not your ult

Orisa. Fortify negates punch, javelin stuns him out of empower.
Zarya is also pretty good to shield anyone about to get punched/slammed/meteored.
Always go Orisa against him
A lot of the tanks “counter” doom when actual tank vs tank engagements are concerned, and most tank match ups are not in dooms favor.
Doom will be actively looking to avoid the tank, and focus on the tanks team mates.
