I’ve heard this term used many times, so what does it mean?
“Crowd Control (abbreviated to CC) is the term used to describe an ability or spell that temporarily reduces a unit’s ability to fight. The term ‘crowd control’ comes from the ability to control the enemy team during fights, by either restricting their contribution or means to escape.”

“Crowd control”. As far as I know it means anything (usually an ability, if we’re talking about OW specifically) that can affect, influence or change an opponents movement or position. Anything that moves your character without you moving it yourself counts as CC I believe.
What used to be ults (Mei, Rein, Zarya) is now basic abilities on new heroes (orisa, ana, Brigitte)
Anyone else have noticed that Paladins has lot of CC? Overwatch taking inspiration?

It’s a response to dive. Overwatch spent 1.5 years where mobility was everything, since it meant one team can completely pick off the entire enemy backline, and thus ensuring a teamfight win. Bridgitte was finally the answer to dive, since her kit is built around either actively seeking a fight or having the enemy team (read: dive heroes) come to her, while not having the range to combat backline heroes such as widowmaker, junkrat, Pharah, and to a degree McCree. Hanzo too, but that is also because he is overly powerful.

Simply put CC is everything that makes you lose control of your character.
CC is “Crowd Control”. Like the above said they are abilities that renders the target “unable” to control certain, or all aspects of the character. (Note that slows and DoTs are not CCs by this definition)
In conventional games, there are three main aspects of actions, which has a respective CC that restricts control over it. Root removes control over movement, Silence restricts ability usage, and Disarm disables basic attacks.
CCs can also be categorized into “Soft CCs” and “Hard CCs” depending on their level of restriction. In short, Hard CCs are those that restrict control over the character completely, everything less than that are soft CCs. The most common(and basic) hard CC is stun. Others being sleep, forced actions, charmed, etc.
