What exactly is interpolation delay? (i know in general)

i will experience lags during overwatch gameplay where players will fall through the floor, teleport, or float. during these times my latency is low (around 40) but my interpolation delay will go from around 20 to around 120. (both these values provided by overwatch through the ingame option) so my question is exactly what is interpolation delay FOR OVERWATCH SPECIFICALLY. is it an average of the whole game lobby, or maybe due to some server issue? why would my interpolation delay spike but my latency stay low? is this a problem on my end or is someone else in the match lagging or the server lagging?. thank you

IND: Interpolation Delay

To make sure other players’ movements and actions appear smooth on your screen, there is a small buffer of time between when your client gets information from the server, and when it’s shown to you in the game. This is normally around 50-60ms for normal games. If your IND value is much higher, follow the steps on our connection troubleshooting article to try and resolve the problem.
