Imo, the best Ult is Beat. The worst Ult is Barrage.
I don’t think there is a clear best or worst, since it all depends on the situation. But some are clearly better than others.

Widow’s ultimate is also in contention for the worst imo. However, it doesn’t get you killed like Cass’ or Pharah’s
Best ultimate is tough. Maybe kitsune rush or beat or Sojourn’s ult or another one of the tank ultimates
Worst is definitely either High Noo-UUUGHH! or Justi-AAARGH!!!
Best is probably B.O.B. assuming he does somethin’.

How is Dragon Strike even close to the worst? Not only does Hanzo survive, but sometimes it kills the Zenyatta.

I’m gonna say the best ult is either nano or BOB, and the worst has gotta be high noon. Nano and BOB both have huge fight-swinging potential and are really hard to mess up and not the easiest thing to deny value from, although BOB is notably more vulnerable than a PC. Deadeye is a zoning tool that’s just too easy to shut down to really be phenomenal, and lacks combo potential, which is why I’m putting it over Barrage and Death Blossom.
It is not as easy to tell as it was back in the day. For most of Overwatch Uno it was EMP. No contest. After Echo released it was copy. They lowkey gutted both and a lot of the new ultimates are insane. I am not sure I would feel confident calling any of them the best.
Rammatra’s is probably what I would select because of the nature of it. It’s a genuine press Q and win type of ultimate. No real thought or timing needs to be considered whatsoever. Perhaps it’s impact is not what it once was, but it’s the easiest ultimate to use. Even the tank players that should never queue tank again can use this one effectively.
The worst is quite obviously Death Blossom and I cannot even believe that there is a discussion to be had. The only acceptable reason to answer differently is if you are a jaded Pharah main.

I like blossom. It’s genuinely not that bad
I do not disagree, it is just that literally every other ultimate in the game is better.

Some of your guys answers are surprising. Even if the Ult isn’t ultra strong I wouldn’t call it the “worst” unless it gets you killed or something. Even high noon you can cancel and it gives you a free reload.
Widow hands down has to be the worst. Not only is “walls” situational at the best of times, they nerfed it so that you lose it if Widow dies. So even what little use it had is worse because it can be lost so easily.
But I will say in Widow’s defense many the hero’s with the worst Ults have the best basic kits and can dominate the game without them. Widow obviously head shots, tracer probably kills way more people with her pistols than pulse bomb etc.
Honestly I feel the worst for hero’s that have to try hard to even use theirs without it being more of a hindrance than a help. Whole Hog was always an iffy Ult if you couldn’t get environmental kills. At least you can stop Ulting now, though it still points to it not being so great if you have to stop it to heal up or hook.
I’d say Rammatra’s is pretty bad, but that might be biased.
It’s just slightly better nemesis form with an aoe damage over time.
It lost alot of it’s flavor when they nerfed it to not be infinite (which was needed).
It needs something to spice it up.
giving the character that can instantly remove eighty percent of the roster from a fight by clicking on their exact position perfect knowledge of the entire team’s exact position for sixteen seconds should not be underestimated
activating it also instantly refreshes the 250 armor from entering nemesis form. you can splurge your whole kit to eat important cds and then walk on people for free with a ton of pressure. calling annihilation bad is pure cope

Meteor strike isn’t the worst
It’s kinda bad though
It’s at least fast to charge and gives good mobility after the speed buff it got ages ago. It’s one the reasons Doom is so hard to kill. You can either use his ult to escape or to come back from spawn in seconds.

best offensive: nano, overclock, rush
all the defensive ults, tree, transc, beat are also very good
worst: deadeye
you can at least flank with pharah ult and trade with the tank. meteor strike is bad as an offensive ult but it’s still a get out of jail free ult that now heals you and lets you cycle all your cooldowns aggressively
probably depends on skill tier. it’s zoning potential is massive if it’s a high ranked widow.
team wide wall hack is infinitely more valuable than a free reload/death
idk It actually feels really good now with the health regen. It always gives you a second life worth of hp now, on top of empowered punch, shields, and the potential to oneshot someone.
