There have been multiple games lately where my team mate or I was on cart but it wouldn’t contest it. It seems closely hovering over it won’t contest it either. I could have sworn it used to count you standing on it from further away.

I’m not sure, but it definitely feels like it. There are a lot of things with the new engine that just feel slightly “off”

I’ve been running into the same thing. I’m pretty sure it did. I have had games recently where I was practically standing on it, maybe a foot or two away, and it didn’t count.
