I totally agree with OP. Competitive games with built in voice requires competitive players to use voice. If it’s not built in then no worries, but if it’s included in the game and they refuse to use it they trolling in my opinion. It’s 2020 now and I’m still reporting people that refuse to communicate with their team and troll for 15-30 minutes of 5 other people’s lives because they think they’re too good to have to.
Simple answer: don’t play comp. Why should I take the mode seriously if most people don’t. You have a point in that people should want to take advantage of every resource available to facilitate teamwork and improve your chance to win. But this is the OW community, we are completely opposed to anything resembling how the game was meant to be played.
