It’s happened to me twice now but randomly when I go into some games the game is just a blur. I have to exit the game and rejoin for it to go back to normal. When looking at stats of players in the game that’s all clear and fine it’s just when actual gameplay is happening.
It has also happened to my friend.

No but it’s normal and then it randomly changes to completely blurry - so it’s not to do with my settings
You’re literally describing the behavior of dynamic render scale, which is why I mentioned it. It will dynamically lower or raise resolution to meet an FPS target which can result in stretches of the image. Bilinear upsampling at anything other than a multiple of 2 will cause bluriness.
When you say “No” do you mean you checked and it’s off, or you just aren’t going to go do that?
I can confirm it’s the dynamic render scale, it happened to me as well and I fixed it after 5 minutes. Just go into your settings and disable that option, then set the render scale to “100%”.
The same thing is happening on console though and there is not setting to change that.
