With perks giving hard countered heros enough wiggle room to play without fear, and hero bans guaranteeing htat the most op hero a perma ban and freeing up multiple heros for playability.
It is virtually impossible to even slightly upset balancing.
I didnt play from season 13 to season 16 so i cant speak on the balancing that was done and if that has actually gone in a positive direction, but i cant personally believe that perks alone did all that heavy lifting.
I don’t think perk really give most heros anything against their hard counters. The most I can think of is maybe doom with the his power block eatting projectiles for sleep. D.va doesn’t get anything against beams, sym doesn’t get anything against fliers, hanzo doesn’t get anything at all, and soj is still blowing holes in people’s chest.
And the more i play with herobans the more i feel like switching and counters are core to the game (as much as everyone hates it). But I guess its still better then not having them at all.
I had a game where Ana was banned and they went mauga. At first we went zen, but between suzu and lamp, he just doesn’t die or just runs up to zen and curb stomps him. Eventually we just ran a moira, juno, orisa braindead zombie comp to just outlive them and barely won.

Sigma would also work, as would a dive comp that can try to ignore him. Winston is better into Mauga comps than people might think since he has a barrier.
You don’t need to anti him to deny his own healing, anything that prevents damage will do the trick.
At the very least, it gives the game more granularity for balancing. They’ve shuffled around hp numbers 25 at a time for way too long.

People think mauga does the same damage as bastion does to barriers but he doesn’t, he needs to light things on fire.
This is the main reason people thought he was op

I’m not sure if she still has the perk but sombra did have something that made the ability lockout longer on her hack, this was a HARD counter to Kiriko, or more accurately it was a way for sombra to make Kiri not be such a hard counter to her. Maybe not many others have super hard counters like this, but this one swung the pendulum a bit too far imo, in terms of DIRECT countering
Technically I think perks give just enough of something to allow hog to breath against Orissa but I can’t say what it is.
If your statement is true which I believe is at least 60% true, then that would mean blizzards balancing is the main reason for how good the game is right now.
Which I would really like more people to discuss.
I do agree that when you’ve hit rock bottom it is indeed harder to dig down.
I have faith in Team 4 though, they’ll find a way. They always do…

They have been using perks as an excuse to not balance the base game.

I hope they start introducing perks that help against hard counters. Genji and Dva getting protection against beams in stadium is really nice.
