If you really want vs AI soloQ, you can just make a custom game and fill both sides with bots. You dont’ get anything, but that’s fine.

vs AI has always had human teammates, only enemies are AI.
they can get kinda long because it’s not a very popular mode. I let my niece play vs Medium on my acc sometimes, queues are like 4-6 min usually

In OW1, low-mid-hard actually affected enemy dmg values. A bot on mid would hit like… 50% dmg I think. low would hit 20% dmg. Hard would hit 100% of their damage values.
in this regard, most everyone ended up in hard AI and pretty much never touched low-mid. I presume OW2 has been much the same, but I’ve gotten insanely fast games in hard AI.
Ai only has ai enemies. Human teammates. Queues arent usually too bad though.
I got surprised by this too. I waited 60 secs and left. I expected all bots for both sides. I think such mode should be more ease to access not only by custom game creation

A.I. are unsurprisingly a lot more coordinated than humans.

Bots are way to busy grinding actual ranks when you q for them
