Usually when using FSR in a game you can choose between 4 Settings:
Ultra Quality - scales down the native resolution by x1.3.
Quality - reduces it by x1.5.
Balanced - drops it by x1.7.
Performance - renders graphics at half the native resolution (x2 reduction).
In Overwatch 2 however you can choose between “High Quality” or “Default”
So my Question what does High Quality even do (it normally doesn’t even exist)? And does “Default” mean disabled?

Hopefully they add FSR 3.0 or FSR 4.0…

I think Default is disabled and FSR is enabled. When you use a lower render scale than x1, FSR upscales it and it looks much better. It helps weak PCs.

When it is enabled all the way up it adds contrast between lines, making the image look sharper than it is but it adds distortion which makes stuff like the faces on the win screen to appear messed up at the distance when not in motion.
I think increasing it increases performance a bit but is hardly noticeable.
Either way, if you are playing on low resolution it makes the things more distinct compared to when is off.
FSR makes the game runs at a lower resolution and use an AI to improve the image quality via upscaling to get a similar result than native resolution, it is used to improve performances
I don’t see a use about it on OW tho, since the game can run smoothly on my grandma’s toaster
