Sombra can stop charge with Hack/EMP. No idea if it’s a bug or intentional though.

Because hack is a silence, not a stun. It cancels the ability, it does not break you out if it with a stun.
Same reason sleep knocks rein out, but hack just causes him to suddenly be standing straight up.
Agreed, and I hope you’re right, but you can Hook him out of it as well and that is almost certainly unintended.
Maybe they didn’t about it because of Roadhog rework? Could be a hint as to what his rework might entail.
