Understanding my WinMTR Results: Packet Loss and Latency

Any help would be greatly appreciated. I understand the first row shows a 4% loss that carries along most of the rows and blizzard online. Is that my router or modem? Or is it both? Also not sure where my IPS is on this list. Probably optonline

Could be packet loss on the modem or router (192.168.4.1), can’t tell you which because I’m not physically looking at your setup.

Additionally, those ping spikes and average of 88ms are quite high. Seems like either Wi-Fi interference, a cable fault, or the device needing replacement.

Thank you for that information. I thought the issue was resolved but then I experienced it again today. Could you take a look at the new results because they look different than last time.
