The latency reading you see in-game is always going to be 10-20ms higher than what shows up in a connection test. This is because in-game it is factoring in the server/client processing times in addition to the latency from point A to B. We explained this in a forum post back in 2018 here.
So it looks like the traceroute is accurate for what you are seeing in-game and your previous ping of 65-75ms would not be possible with the route that you’re taking.
The rubberbanding could be due to packet loss within the ISP network as well. So in this case it would be a good idea to contact your internet provider to see if they can help in any way. Although, they may not be able to change the route to get your lower latency, since there are a lot of different factors that go into the route that gets chosen.
