I created a new Gamemode, its like normal QP but the Ultimate dont charge via combat, it have a cooldown.
The differenc between the ultimate and your other Abilitiys is, that u dont start whit it ready and if u die the charge resets to 0%, even if it was at 100%, the only exception is, if you get revieved.
But you can change this if you know how to do it.
You also can change the rate whit which the ultimate charges (give it a longer or shorter cooldown) simply go “Settings > Heros > General > Ultimate Generation”
If you think one Hero is too OP or Weak you can change it also just for that one Hero.
