Realistically, there were few Tracer players in low ranks, and a higher ratio of them were smurfs, than Widow Smurfs.
Which may have given lower ranks and inflated view of how powerful she is.
It’s exceptionally rare to such players to use Tracer now though, typically the go tos are Ashe and McCree. The advantage mobility gave them was that strong in the face of a lack of tools to cope.
Not to mention for Gold and below, Torb is actually a decent answer

Top 3 picked dps in gm, the same 2 stayed there totally Regardless of the meta. For like 6 seasons.
You change the tank line up, same people, you change support line up, same heroes stay, over and over again. Utterly meta resistant.
You would call that broken right?
Hell we get twitchy at the same tanks for 2 seasons.
