I think if it makes sense for any character, its Tracer. I think she should be abled to recall no matter what, except from death of course.
Maybe we can increase her cooldown time a tiny bit, too. But, I think it doesn’t need it. She is consistently pretty bad, and not a favorite of players. If Moira got this buff out of nowhere, maybe tracer could too.

no her only real counter play is cc. bc if you dont insta kill her with a headshot a good tracer will quickly kill you

I don’t think she would. There is a large abundance of characters that are able to 1 shot tracer. Also, it works as of now that people can callout when tracer used rewind. This is essentially a single save from death, if a tracer is smart. If you think the only way to kill tracer is to go McCree and gaurentee a kill with flash stun, that is stupid. A good team should be able to widdle down a tracer without CC.
People aren’t neccisarily up in arms about the Moira buff. I really think this implication wouldn’t break tracer and make her OP, especially if the rewind timer was higher.

Blink isn’t actually a teleport ability, its a very sudden burst of speed that sends you forward. Because of this Tracer hitbox will linger behind her. And IMO, if you hit a hitbox that doesn’t line up with the character, it is broken.
If a tracer blinks, but she gets hooked 5 meters to her left, she will not be happy, and that would be broken. You saying being a hog player makes you view it as a unfair situation for you. But, if you were in the tracers view, being hooked in that situation would be awful.
This is the game completely working as intended, and its only a issue with your latency.

Tracer is my most played hero and I would not want this change. IMO Tracer should be able to recall out of Grav, Sigma ult and Junkrat’s trap, but that’s it (only Recall, not Blink).
She needs help right now, but this would be too much.
Moira should not have been buffed then either.

Moira is way too easy to play. Proactively dodging is the least Moira players should have to do.
OP is in the right. Because the rule on CC taking top priority is now broken by fade eveything is fair game.
