I don’t believe Tracer has any hard counters and most are just a potential threat that she can maneuver around which is different from other heroes that have hard counter or close to it.
With cc removal in OW2 I have no idea what they plan to do with Tracer. If left unchanged she will be in a flanker paradise.
Hasn’t Tracer almost always been meta in Masters+? Lol

Now its mainly soft counters or denying value until she comes back for round 2.
Which means you have to be able to read your enemies, because if you don’t you’re dead.
There is nothing to read if you are the hardest thing to hit in the game.

She’s is generalised. Because of that, she should never be meta.
Mercy has counters. Aka dive the Mercy. She has alot of soft counters to make up for no hard counter

idealistically. but realistically she blinks into there anyways and still gets her uptime.
not to mention it depends on where your team is (i.e. if most of the rest of your team is brawling/closer to danger and/or you are already with the team, “fading to the team” is quite 
)

tracer has been over tuned her entire life, even when brig came out, she was still a power hero, they just decided to make brig super busted.

Tracer isn’t high skill. She’s the best duelist in the game. So if you’re alone, she has the advantage, thus when she chooses to engage you, you will need help. Think about that, she requires 2 + heroes attention, and can’t even be punished if she fails the dive
Consistently the best or one of the best dps, can be played in any meta. Consistent and easy value.
Spurred the creation of brig…that say’s it all really.

Except those 2 aren’t dps. And tracer is still harder to hit than both.

Smurfs get too much value on her (?) Because that’s… every hero… playing out of your rank purposefully is obviously skewed - and no, it shouldnt be balanced around
