This has been a bug for a very long time, I’ve seen it repeatedly in Ow2 on and off. A quick search shows a report from back in 2018.
When Tracer lands her pulse bomb on your character, on the stuck player’s end, the “stuck” notification does not appear immediately. Usually there’s a delay estimated somewhere around 0.5 second. Since it doesn’t appear, the person stuck doesn’t know they’re stuck until it’s too late, making them unable to react to it properly. I’ve seen it repeatedly in quick play, and probably in ranked too, though I rarely play that mode. The odd thing is, I’ve personally tested this in a custom game set to quick play ruleset with a friend only about a month ago, and it doesn’t seem to appear in the custom game. The delay also doesn’t show up in replay, only in a real time quick play match, which makes me think this might be latency related. I will say however, I myself have never had this issue prior to Ow2, despite using the same computer and Internet. In Ow2, out of the maybe a dozen times I’ve been personally stuck with the pulse bomb in the past 3 years, I only recall seeing the stuck text display WITHOUT delay for 1 time.

Most recent example. I was stuck by the pulse and didn’t have sound, graphics or text notification for a long time afterwards, making me think she missed her pulse and it was somewhere nearby, so I could only guess and continue to try to move out of its range. Only then did the stuck text appear, which made me realize too late I had shifted the bomb into my teammate and there was not enough time to move away.
