The toxic people are the best at weaponizing the report system to get innocent players banned. As result, a large proportion of normal players have disabled chat altogether, meaning the toxic ones are the only ones left, especially in match chat. I’d say over half of all messages I see now outside of pre-match goofiness and post match ggs are people getting flamed for hero selection. And while in the past this was a self-correcting problem since the rest of the lobby would normally clown on you for flaming like this, this is no longer the case since the rest of the lobby is now too afraid to use chat,
A decent number of these messages are intentionally trying to bait a reply. Because they know if their target responds, even if that response is 1/10th as rude as their initial message, then they can false report their target and the broken report system AI will ban them, and they will get the satisfaction of seeing three “thank you for reporting messages” each time they logged in, knowing that they got an innocent player banned
Now you can report the toxic trolls and they will eventually be banned, but these people don’t care. They typically have dozens of alt accounts, and they know most normal players don’t care enough to report them anyway, so it’s a few legitimate reports against them versus several false reports sent out by them every single match. These people often play in full stacks too to reduce the number of people who can potentially report them in each match
This is just speaking from QP experience too, I’m sure it’s even worse in ranked.
Your little “defense matrix” AI ploy to stop toxicity has ironically made the game more toxic than it has been at any point in its history

I stopped using the chat since the new system, actually it was before OW1, but since the new system I’d never return.
The toxicity was too much, I was harassed constantly and the way people would treat you for being a female was disgusting. Often I was also accused of being a 10 year old boy because of my voice, it was not a pleasant experience, though sometimes I would still join the VC if I recognised the people and knew they were nice. Oh and on countless occasions I was asked if I had downsyndrome because of my voice (I have hearing problems, so my voice is a bit weird sounding)
And the previous system (OW1) was pretty bad too and if you were in VC when you were muted for “toxicity” they wouldn’t accept your appeal if you had been in the VC as they had “no proof”
The OW2 system is the worst it’s ever been, I think the auto moderation is worse than that of Roblox which only recently got VC lol at least with Roblox… despite it having millions of players on at most given times…if you appeal an actual staff will reply to you fr.
(I know bcs once I got a 3 day ban on Roblox for “scamming” when I was just warning someone they were being scammed, and they unbanned me very fast. if that happened on Overwatch it’d be a miracle if you got unbanned LOL)

That’s not even why I left chat. I am not afraid of talking trash or having Blizzard record me. Whatever, as if I care. They can keep their logs for personal use if that’s what they are into.
I just got so tired of it all. I am relatively confident the toxic “people” were never intelligent enough to comprehend how savage my insults were and they are all basically the same individual. You ever notice that? It was always the same material coming from the same voice under the same circumstances.
I just genuinely got bored. Try having a conversation with your wall and you will see precisely what I am saying. It’s just silly. The wall does not understand you. The wall is not listening to you. The wall is just a wall. It was a wall yesterday. It’s a wall today. And it’s going to move on to being a wall tomorrow. There is no influence you have on it unless you have a sledgehammer nearby. 
Alternatively. A large proportion of normal players have disabled chat altogether.

I’m so happy they allowed us to permanently disable text chats too, so we don’t have to see them harassing us in text chat too if we won’t join voice

The whole game is just toxic ppl reporting each other.
This has been the case since ranked was first added and spread over all modes.
The only difference is now ppl actually get banned for reports

There is nothing more toxic in this game than the report system. It’s the perfect griefing tool, abused by the most toxic people in this community when they’re looking to punish someone for a loss.
Blizzard thinks the system works because toxicity is down. Communication is down. All of it. Toxicity has only decreased as a byproduct of that.

If the system is easy to get sucked into, then CS needs to be just as accessible. I think they’re swamped. MS needs to do what ABK wouldn’t and shell out for more people.

Wait, that’s a thing? Yeah, I used to do that every time a match started, but it got old fast. If I’d known I could just permanently disable text chat, I’d have done that years ago.
In my experience, text chat in competitive games is only ever used to either be toxic or annoying. If it’s not people trashing others on their team, it’s enemies trashing people on the other team. Very rarely, there will be someone doing a stand-up comedy routine. I can’t remember a single positive experience to come out of competitive chat.
