Told I do Not own the Game

That’s 1 of my 2 accounts. I was forced to purchase the game twice cuz I bought the game long before I ever got a PC but failed to purchase a PC w/ a DVD drive so purchased OW again for PC and downloaded to HDD instead.

I don’t seriously wish to be forced to purchase OW a 3rd time tbh. 1st time was my mistake w/e. I obviously have Data on PC. My other account was actually stolen & Blizzard remedied the situation yet now the Ticket System looks impossible to Contact Live Support nowadays outside of a Bot System redirecting key words.

It looks like Overwatch was purchased on the Battle.net email that you used to log into the forums, so you don’t need purchase it again.

When a game is purchased on the Battle.net online shop, then it is linked to the Battle.net email, which means you just need to log into the Blizzard app with that email to install the game on any computer. If you see an error that the Overwatch license is missing, this is likely a bug that is described here.
