he needs buff because so many hero powercreept him
but i prefer they nerf other hero and leave genji alone
but if dev refuse to nerf that many hero then yeah maybe we need to buff him

buffs to base kit, nerfs to ult kit resulting in a net buff. make him generally decent all around instead of one portion of his kit tipping the balance over the other. and we’re good 
or better yet, tone down the power level of this game around his and soldier’s level

Genji is actually fine.
The only rank he is “struggling” in may be GM. But he is pretty strong in every other rank.
So you guys should easily reach high masters with him
(else it’s on you, not the hero)
Sadly, not every hero can and should be strong in gm/owl.
Genji is on that list, just next to Bastion.
Once ow2 releases Genji may probably be too strong and need a full rework due to his many design failures (like double jump).

He’s fine, mostly. Maybe more HP to survive (like McCree), but it’s ok
Even in OWL, he’s played (with more or less sucess)

I think most people just confuse viability with balance.
viability- how much use the hero sees compared to others, best example are heroes that become meta because they are op like lunch brig. She wasn’t balanced but she was very viable
balance- how well a hero does its job. Torb for example can easily take care of divers using its turret, primary fire and armor making him really balanced, but he’s not viable due to his weaknesses.
For Genji the hero is completely balanced his problem is viability, most people assume Genji’s deflect is just a defensive tool. but what I believe most people miss is that deflect is like Zarya’s bubble or Mccree’s flash bang. By itself you wouldn’t get the kill but it would allow you to secure the kill.
One deflect of a grenade from Junkrat or an arrow from hanzo is enough to combo into a secondary+dash+melee (just to be sure, no real need for melee/secondary) combo which instantly get you a kill.
One good use of deflect can give you a focus fire of a whole team into one sad enemy…
So why Genji sees so little play? Simply because of the most picked heroes…
Tanks: The most played tanks are Rein & Zarya especially in low-medium rank. They don’t effect deflect and easily track Genji’s mobility.
Support: The most picked support are Mercy & Ana. Mercy doesn’t shoot anyone most of the time (especially in these ranks) and Ana while being effective would usually shoot a team member rather than aiming at Genji.
Dps The most picked dps is mccree who was cc to stop Genji and his primary fire doesn’t really do a lot of damage… He has high kill securing potential but low damage output.
So overall, even if the enemies would run something like Hog, Hanzo or Zenyatta the average damage of a team using projectiles is very very low… Feel free to try fighting a classic bunker comp like Orisa-Roadhog-Bastion-Junkrat-Zenyatta-Baptiste with Genji in order to see how impactful he is (even against smart enemies, a good Genji would be able to easily get a kill or 2 using deflect alone)
If you ask me the hero is perfectly balanced and not in any need of a buff…
The game just needs more projectiles from the tank and support category who can do their job while shooting. Just like Mccree would be useless without his flash bang, so Genji is considered to be bad without a real place for his deflect to shine… He can deflect ultimates sometimes sure, but that’s not really something to rely on…
So currently he’s mostly picked only for his ultimate.
