I do not feel that your teammates or enemies should realistically be taken into consideration unless there is an egregious problem. Moira is not what anyone sensible would consider to be excessively imbalanced one way or the other.

They hate Moira because they can’t aim accurate enough to out damage her.
They hate working with Moira because, “mah heels.”

There is no other reason.

Short answer, no.
Long answer, she is just fine the way she is.

Moira has really become in OW2, what Bastion was for OW1 players… a skill check. She is a very weak hero that only succeeds when the enemy panic, get unlucky (damage orb) or if they have VERY bad aim. Otherwise you see her at the bottom of every rank, because she has no utility and her damage is nothing dangerous.
