For 3 seasons now, this hero simply doesn’t work. It’s time for them to stop using this hero as their cash cow and sell all these skins she keep getting and talking sarcastically and with a smirk on their faces how her pick-rates are going up and getting even higher because of the skins they keep releasing for her. Just stop making fun of your own playerbase and putting salt on the wound for no reason at all. They know very well that she is the worst Support in the game for 3 seasons now and that she is not a viable pick because of the DPS passive. The fact that they know that this hero has a very loyal playerbase, but are giving her all the skins while not addressing how unviable she is makes everything look so scammy! Mercy being picked so much in this balance state makes the game even worse not only for the Mercy players, but everyone else!
They will only go up if the hero is good.
Also even if they are high, her winrate will paint a better picture if she is really as bad as ppl say. If more bad ppl are using her and her winrate is still high that only means she isn’t bad at all.
It is the playerbase who choses to play her or not.

Mercy went from being the most flexible and balanced support (always a solid mid-high mid tier) to a rock solid bad pick unless you have a god DPS on your team.
All her support synergies and flexibility is gone
Mercy Lucio went from ok to trash.
Mercy Zen went from decent/good to trash.
Mercy LW went from high healing to trash healing.
Mercy Kiriko went from good/solid to decent (at best).
Mercy doesn’t have a place in any support duo right now, she needs buffs.

It’s weird nobody mentions how Mercy has way more survivability now with 250hp

With projectile sizes being as big as they are and most of Mercy’s movement being a lot clunkier than in S1-2 she’s not even close to the least deaths per 10mins, infact her deaths per 10pins hasn’t really gone down at all.
Her deaths are very average for a support that needs to pretty much never die to macimize her only value lol.
Thats because mercy with 200 hp has something very important in common with a 250hp mercy. That is that you couldnt kill either
The 250hp is broken on mobility heroes, y’all are clueless. Surviving in situations you wouldn’t before
Babe, if she was broken, TRUST ME, me and the other Mercy players would be the first ones to notice.
250 hp did barely anything on Mercy, which is sadly reflected by her stats all too well.
She literally got 3 buffs to her survivability in season 9 only to remain in the same, if not worse, spot she was before. 
If it wasn’t for the dps passive, Mercy would be beyond broken right now. That’s the only thing keeping supports in line.
+1 , The devs just ignore her, 3 seasons in a row, in which Mercy is in the worst possible state (thanks to the DPS passive, which NO ONE asked for and is killing the game).
But she wasn’t broken even before season 9 either.
But you’re right about one thing, if the DPS passive didn’t exist, Mercy would probably be too survivable with 40% self heal ration on her Passive, I’ll give you that one.

I think you’re throwing around the word 'broken" too impulsively.
Mercy pocket in season pre season 9 was good not broken.
Sojourn for example was broken, with or without a pocket.
It’s no secret you dislike Mercy a lot but if youthink about it, she really is one of the lesser evils this game features, compared to immortal dps support we have in this game for example.
Or many support abilities that feature barely any or no counterplay, like Anti, Suzu, Lamp, Life Grip.
Mercy is very counterable as pretty much any given moment, she’s just like a Mosquito, if you don’t take care of her, she might annoy you.
You’re wrong again, only with a pocket Sojourn was broken… Mercy’s pocket causes so many problems with balance.
Mercy’s rez, damage boost is just as bad as immortalities for the game, so many smurf/ boosters cause of Mercy. Most boosted hero in gaming.
She sure has fallen off. I hope they give her buffs mid season.

The last time Mercy was actually meta, was in Season 3 with her busted triage healing.
