Yes, mostly artists from PvE: enemy, map and effect design. Not to 100% of cause, but skins are the main way they make money. To throw away the core money making department would be a bad business move. If Blizz knows one thing, its about how to maximize profit.

It is the only way new heroes can get xmas, halloween and summer skin! And there is very few old heroes who have proper summer skin!
I assume these artists can quickly learn how to make hero skins, so we get more. I wouldn’t just fire them.
I dont know why they fired them instead of find another place to work on. Thats something only Blizz could answer.
