It’s not even a concept that makes sense. If people want to ban a hero for any reason that is not misuse.

Eh, I mean, banning a character for the sole reason of spiting someone on the team sounds like misuse to me. I doubt bans were intended to enable people being jerks any more than using Mei to wall in her own team in spawn was intended.
Thankfully, that seems to be exceedingly rare. I’ve seen about two people vote specifically to annoy their team but in neither case did they get any spite-bans out of it. The vast majority of the time it seems to be used properly and man, it’s really nice.

I will say that people banning their teammates heroes is a bit sus. Like if your teammate wants to play Widow and you’re on Havana, I totally get banning Window anyway. But if your teammate picks Junkrat on Kingsrow and you just don’t like that they are a Junk main or something then it isn’t the best idea to ban Junk. But some people will do it out of spite.
