We know for a fact that Moira is a geneticist. She’s literally the Minister for Genetics of Oasis, and her character bio states that she’s a controversial genetic engineer.

Worth noting that she does think about it. Spawning on King’s Row causes her to bemoan the treatment of the Omnics there. She wouldn’t do that if she worked to create them without caring about the inevitable struggle they’d endure as a dehumanized servant class.
