Maybe I’m looking too much into it, but judging by the trailer, would make sense if Storm Rising was after Winstom’s recall since all the characters are wearing their “contemporary” outfits?

Well, this is technically a sanctioned overwatch operation, and since Overwatch itself was disbanded, I don’t think so.
Michael Chu just answered that question on his twitter. The order is retribution, uprising, and then Storm rising.

No, it was one year after the last event. Before they shot overwatch down.
And I think all of them are in their working customs. Mercy’s skin is like Moira’s Blackwatch. And I think Genji got his body change after the Blackwatch event and I don’t think it’s that easy for him to change “his skin”
